John Owens is an attorney and senior advisor who has provided policy and regulatory guidance, training, and research as well as managing several international development efforts focused on digital payments, financial inclusion, digital financial services and micro and SME development in emerging markets for more than 25 years. He has directed several long-term financial inclusion projects in Jamaica, Bolivia, and the Philippines as well as multiple consultancies in other countries across Asia, Africa, Eastern Europe and Russia, the Middle East, Latin America and the Caribbean. He has written and lectured on various aspects of digital payments, financial services, financial inclusion, and the policy and regulatory environment. He holds a Juris Doctor in Law from Notre Dame Law School in the United States.
